Small Airplane Crashes Near Freeway Airport

I remember some parts of this story:
IFR conditions, varying cloud base 300-500MSL, pilot was on a GPS approach, winds were 17-22 gusting to 28kts (not sure on the direction)
I looked at the GPS approach chart and the MDA is 700MSL.
The pilot was instructed from the airport not to land and to divert to KBWI, they attempted one landing and crashed on the second attempt. I figured they ran popped out of the cloud bas and struck trees, but this is an empty field. I am at a loss as to why this occurred, could anyone share some insight? Maybe a serious downdraft forced them down and they stalled? Just guessing...

During the morning hours, an assignment for an airplane crash was dispatched to Freeway Airport, in the 3900 block of Church Road, bringing engine companies, 43 and 48, Tower 39, Rescue Squad 18, Foam 12, Medic 43, the EMS Officer, Battalion Chief 2, and numerous hazardous materials specialists and command officers. Tower 39 arrived, established command and attempted to gain access to the crash site via the airport’s runway. Access via the runway was limited, and units redirected to other access point along Church Road. Access was finally gained, and crews were deployed to remedy the incident. Crews from Engine 432 and Squad 18 were able to access the accident scene, where two priority four patients and one priority one patient were located. Medic 43 transported the patient to a local trauma center. Units remained on the scene for several hours to assist with the accident investigation which is being conducted by the National Traffic and Safety Board (NTSB).
