In 121 operations, everything is joint planning and decision making between the pilot in command and the dispatcher, except when operating under emergency authority. Then the Captain has the final say.
The captain always has final say, it does not need to be an emergency. The ca and dispatch are jointly responsible for planning etc though, yes. No matter how much a dispatcher likes an idea, if I don't think it's safe, the flight isn't going to leave the gate. Also I will admit, that if dispatch doesn't want me to go, I can't just say screw him..and go.
Both the pilot and dispatcher have emergency authority, and may deviate from any rule, far, contract to the extent needed to meet the emergency, both a pilot, or dispatcher may declare an emergency etc...
But, the ca always has final authority.
