Unfortunately, the quoted "business aviation veteran" has no idea what Class B is, but otherwise:

Buy this for $135 and plug it into a portable GPS like iFly 740 and now you have ADS-B IN.

Article was about bizjets. You can't just put in a portable ADS-B transmitter. It must be coupled with the avionics. That is what I was referring to.
A portable may work, but it is not allowed as ADS-B compliance. It must be coupled to the transponder and the waas system. Portable in like the ones used to make 172 compliant.
