I'm just guessing here, but I believe most of these places have an accelerated type for those that are current and have time in the aircraft. It sounds like that Is the quote he got. Normal is well over 5500 now I thought.
 
Ah that makes sense, recurrent vs initial. Aeroservice used to offer some pretty good deals though.
