61.199 CFI reinstatement question

I am a little confused by the difference between 61.199(a) and 61.199(b). Part (a) says that you need to do a new practical or get a new rating to reinstate your certificate. Simple enough. Part (b), however, says that to reinstate any instructor ratings you would need to do a new practical AND written. So you can reinstate your CFI with a practical but would then need to take the practical and written for the CFII or vice versa?

This doesn't make sense. What am I missing? Furthermore, what is a limited flight instructor rating? Anyone know?

61.199 Reinstatement requirements of an expired flight instructor certificate

(a) Flight instructor certificates. The holder of an expired flight instructor certificate who has not complied with the flight instructor renewal requirements of §61.197 may reinstate that flight instructor certificate and ratings by filing a completed and signed application with the FAA and satisfactorily completing one of the following reinstatement requirements:

(1) A flight instructor certification practical test, as prescribed by §61.183(h), for one of the ratings held on the expired flight instructor certificate.

(2) A flight instructor certification practical test for an additional rating.​
(b) Flight instructor ratings.

(1) A flight instructor rating or a limited flight instructor rating on a pilot certificate is no longer valid and may not be exchanged for a similar rating or a flight instructor certificate.

(2) The holder of a flight instructor rating or a limited flight instructor rating on a pilot certificate may be issued a flight instructor certificate with the current ratings, but only if the person passes the required knowledge and practical test prescribed in this subpart for the issuance of the current flight instructor certificate and rating.

Part 1 of b kind of explains the difference. Basically, the FAA (or CAA) used to issue instructor ratings rather than certificates. Those are no longer valid and you have to go through the entire original issuance process to get an instructor certificate.

As to the limited flight instructor rating, I know the FAA used to issue flight instructor ratings to PP with certain qualifications, but they could only teach PP, and that type thing. I'm sure that falls into the limited category. I'm also sure someone who knows a more detailed answer will be along shortly :)
 
Thanks. I was assuming it was something maybe about old ratings no longer issued. I was just looking over Sport Pilot instructor FARs (for something else), but dont remember seeing anything about them being limited.
 
Nothing to do with sport pilot. Back in my day in the early sixties, my first instructor was an LFI (Limited Flight Instructor), which was the first instructor certification. The limitation was removed when the instructor had his first 5 recommended students do their PP with an FAA Inspector, successfully.
