5 hour rule for MEI's as it applies to ATP instructi

So does it apply? I've been trying to find someone among my MEI rated friends to give me the three hours of training I'll need to take my ATP ride in a Twin Commanche I'm borrowing from someone and one of them brought up the 5 hour rule as the reason he can't do it. I had always thought it only applied to stuff such as a CMEL or MEI ride, but not something like an IPC, BFR, or instruction towards an ATP...However, I did check 61.195(f) and it pretty clearly states: : (f) Training received in a multiengine airplane, a helicopter, or a powered-lift. A flight instructor may not give training required for the issuance of a certificate or rating in a multiengine airplane, a helicopter, or a powered-lift unless that flight instructor has at least 5 flight hours of pilot-in-command time in the specific make and model of multiengine airplane, helicopter, or powered-lift, as appropriate.

So am I correct to assume that what I've heard from others is incorrect and that my MEI will need 5 PIC in a Twin Commanche to give me the dual required or is there something I'm missing..

I thought you could just present yourself for an ATP ride. I know there's no instructor endorsement required. You specifically need 3 hours of dual given towards an ATP?
(too lazy to go read part 61 myself)
 
No endorsement needed, but best to practice the maneuvers with a knowledgeable instructor?
 
I don't think it matters what the instruction is for, there should be plenty of people with 5 PIC in this particular multiengine aircraft
 
The ATP ride doesn't require a sign off from a MEI at all.

So your "buddy" can "supervise and critique" your pre checkride prep regardless if he has any CFI certificate, much less 5 hours make and model.
