I'm curious as to your source. According to other reports, the White House has frozen locality pay for 2010 at 2009 rates:

That's not true, this is the email I got from NATCA....

Hello All,

OPM published the locality rates for 2010. For New York the locality rate will be 28.72%, which is an increase of 0.76%. This means New York now has the second highest locality rate in the country . San Francisco has the highest at 35.15%.

For controllers and TMU this means January's raise will be 3.76% of your basic pay. Those eligible to retire will also receive an additional 1% of their base pay.

For other bargaining units and the rest of the government the general raise has not been decided yet.

Thanks

Actually Alaska and Hawaii got the highest increase...they both jumped somewhere around 4.00% each.

It's actually working a bit differently than that. For 2010 and 2011, we're phasing in the change from COLA to locality. For 2010, our COLA was frozen at its current rate of 23%, and we're getting 1/3rd of the 'rest of U.S.' locality pay. In 2011, we'll still get the 23% COLA, but we'll then get 2/3rds of the yet-to-be-determined Alaska locality pay. In 2012, we dump COLA and get the full Alaska locality.

However, for 2010 and 2011, we lose 65 cents of COLA for every dollar we get in locality. So if I get $120 in locality, I'll lose $78 in COLA.

It's kinda messed up, but it's supposed to help people transition from making a tax-free COLA to the taxed locality pay.
