With two pilots that had more than 1500 hours when they were hired...oh...um, never mind the causes of that accident!
I could write it as one line, "Pilot flight crewmembers engaged in Part 121 air transportation on or before August 1, 2013, need not comply with the requirements of this section."
Seems very plausible to me. And the way the airlines would read that is, "we need to get everyone in now, or we'll not have enough bodies later." And if in fact this happens and someone is hired in early 2013 with let's say, 700 hours, they'll just get an ATP whenever they have a PC/time requirements for whatever the ATP will require then.
