How is this not entrapment?

Because typically entrapment means law enforcement coerced someone to commit a crime they would otherwise be unwilling to commit themselves. Providing substances is not coercing anyone to do anything. They didn’t force anyone to traffic the fake drugs, according to the article the suspects used their positions to arrange, coordinate and bypass security measures to move the shipment of what was provided. Those caught could just as easily have said “no” from the get-go.
