How busy are the ATP locations?
Are they having hard time getting students to join considering the fact that
the ATPL rule for just signed.

I am also wondering if they will come up with a "program" going from 0 to ATP for the rich folks.

The program (from what I've seen) is sort of already set up for 0-ATP. If you work hard and don't fail too many check rides, you're guaranteed an instructor spot for as long as you want it. So instead of being a 'rich folk' who pays to get to the ATP, you can instruct and make money (albeit not a ton) to get all the hours, while learning yourself through instructing.

The idea of instructing that way doesnt work unless there is a continuous flow of new students. Is this the case?
