Heads up - talked to Manager @ OKC finally, I'm screwed for PUBNAT4. they're idiots and won't listen to what i'm saying but w/e.
but something she DID tell me is that HI and AK aps are going through at the same time as pubnat5 - which should be a couple of months from now.
For what it's worth, my buddy (who's not on any forums) applied to PUBNAT4 was also declined this time around. It kind of surprised me actually, but hes not going to give up.

As a fellow PUBNAT4 applicant I just wanted to say I got my email from Robinson Aviation to schedule my test. I will be attending the Houston, TX test site. The dates are between the 15th and 18th of September. Unfortunately I have to wait until tomorrow to schedule as it is already 5pm and they are no longer taking calls.

Know your dials, angles and the math, backwards and forwards. Rack-up points on these "easy" questions. I really believe that is what saved me.
It is good to know they are sending the emails out.

Hi everyone! I had a question regarding the AT-SAT date. I just found out this morning, believe it or not, after logging on to ASAP that I have been authorized to take the AT-SAT. This was posted on 8/26 it says, and that I'll be contacted in a few weeks to schedule the test. I have not been contacted yet, but my main question is did I wait to long to log into ASAP since i haven't heard anything back? It stated that I should be contacted within a few weeks and its only been 10 days so I'm not getting too concerned. It still has me wondering though. I tried calling the phone number they gave, but no representatives were available to answer questions.

I wouldn't worry just yet... people from your announcement are still getting emails to schedule the test.
The runaround begins....
I never took the ATSAT earlier this month when I was assigned it. I called Robinson Aviation during the scheduling period and notified them that I would be out of town, and also asked if I could take it elsewhere. There were no times or locations that would have worked and I was listed in the computer as Declined. So I never took it so I shouldn't have to wait a year.
Also, they just informed me that somehow my last name was spelt correctly and that an 's' had been added to the end. I don't know how that worked.
So I called the FAA a couple minutes ago and they said there's nothing they can do and to call Robinson Aviation. I called them, talked with a lovely woman who then referred me to Kenneth Mann, the head dude. I spoke with him for quite a while and he was able to look me up in the database from the last testing period when I declined, but of course was not able to add me to the next test list. So I'm supposed to talk to the FAA again. Trying to get through to them is like trying to find a Christmas tree salesman on Christmas morning. It's just impossible. Anywho, I'll let you know how it goes.

A quick note for those who said they were waiting on emails:
You may not get an email. Don't wait for one to schedule your test date. If you haven't caught on already, you'll soon realize that nobody seems to have the exact same experience with this process. Some people got AT-SAT emails, some didn't -- but the longer you wait to schedule your date, the less desirable of a slot you may have.
