How do you explain an airboat? The fan on that doesn't interact with the water...or is it just a seaplane without wings?

If it had wings it would fly, otherwise it's just a boat.

Take the wings off an airplane, and it's just a strange-looking car.

What on Earth are you talking about? If you take the wings off an airplane, it will still accelerate down the treadmill runway, it just won't lift into the air. The point here is that the treadmill is physically incapable of holding the airplane in place, wings or not.

Treadmill is moving backwards at 60kts
Airplane accelerates from -60kts (relative to stationary ground) to 0kts (relative to stationary ground), how fast is the air moving over the wings?

0kts seems right to me.

I'll give you a pass since you seem to misunderstand the experiment.

The plane is not starting at a negative speed. Nor is the plane trying to equal the treadmill. The treadmill is only trying to equal the wheels rotational speed.
