CHQ technically has CX pay if system wide their on-time % is >98% (I think it's 98...) But my understanding is that it never gets that high, and quite a few times has been 97.9%

Isnt 98% ON-TIME percentage a ridiculously high mark to hit. I thought 78% was good.
