New TSA rules for flight schools?

As per AOPA website, "Alien. Any person not a citizen or national of the United States. This also refers to resident aliens (green-card holders) and visa holders in the United States."
That refers to permanent resident who are consider resident aliens, have a green card, pay taxes in this country are entitled this airspace as much as you are. The only thing separating most greencard holder from being a citizen is paying the $$$400. Your attitude to categorize permanent resident as international student and someone who is privilege to fly "our" airspace came off as a little rude.
As for those that like to post pretty pictures, I am sorry I am not on my computer 24/7 and life goes on outside the cyberworld!

Exactly, they are still an alien - even if they are a resident. The fee is for Aliens, no matter what their residency status is. Now permanent residents, that are not aliens, do not have to pay the $130 fee. At least, that is how I understand the text.

Greencard holders are also considered permanent resident last time I check. They have legal rights to work in this country, pay taxes, and come and go to the US whenever they please. I was irked by the fact you claim it was privilege for them to fly our airspace when they very well deserve just like you and me.

Well I'm quite sure about one thing the $130 fee and the background/fingerprints process isn't what's necessary to prevent another atack ...it *MIGHT* help a little little bit . I personally don't think it would be hard for an unknown SOB with s..t in his head to get a visa come to this country and pass the background check.
The government wants the general public to think they are safer with such a rule...truth is that's a huge bravo sierra. Plus why not collect some extra $$$?

The only people who do NOT need a TSA clearance, and do not need photos or pay $130 or pass go or talk to the TSA are CITIZENS - those people who have or are elgible for a US passport. All other people, permanent residents (which is the same as a green card holder - a green card is a permanent resident card) and people in the country under a visa need to apply to the TSA and pay the $130. All those people are aliens.
If you are an ILLEGAL alien in the US you ALSO need to get the TSA to approve your training - but what the collateral damage for such an application might be I have no idea.
