I LOVE LAMP.
And I'd have to go with Merritt on the constant power setting. While the PTS does not dictate that it must be maintained as stated by Desert, the beginning of the PTS states which references will be drawn upon, which includes the AFH, which as he stated states maintaining a constant power setting.
The purpose, again is controlling the plane in various phases by way of aerodynamics not thrust.
