Piedmont isn't the only one with veto power. When I was at PSA, we got them to complain to mainline about how many they pull from Envoy vs. the other two. Then, when I applied, mainline wanted to take 12 of us from PSA for the first 2 classes. PSA told them they could only have 6. They put the rest of us in the pool. Thankfully, some of us got pulled from the pool. But I suspect that will hurt future chances for PSA dispatchers to be considered. It is very frustrating, and just plain wrong imo, that working for a wholly-owned can actually make it harder to get hired at mainline. But, unfortunately that's what we're stuck with.
