So my wife and I had a baby back in May and she wants to meet me in NY the end of the month. Obviously the baby isnt on the flight benefits but does it matter being a lap child? Is this even possible?

You shouldn't need to wait for open enrollment, a birth is a life event, in theory all that is needed is a birth certificate to add on to your flight benefits, health insurance - any time - not just open enrollment.
Should count as a "life changing event." At our shop a life changing event means you can email HR and get the baby added for medical and travel benefits. I had my baby added to both about 3 days after birth.
My youngest was added to all my benefits before he came home from the hospital.
