What is VDRP?VDRP only applies to violations that are inadvertent/not deliberate, last time I read the AC (yes, I've read that, and no, I do not want to talk about it).

It cannot possibly be characterized as inadvertent, to me, but you're the barrister and I'm not.Walk me through how this could be classified as inadvertent.

I also don't understand the process. When I book a ticket for myself and a companion, I book it together. So it is on one single flight locator. If both checked in, but only one pass was scanned would not there be a red flag? I cannot imagine she booked herself snd her toddler on separately. Not a legal opinion, but I simply can't understand how a gate agent would think that this is ok. The kid is over two. The kid has a seat. A kid over two is required to have a seat.
I just don't understand the logic that the gate agent used in this situation, or what justification they could come up with. I'm sure there is some circumstance that lead to this, but on its face it looks like a fairly gross deviation.

I flew a couple of trips with my husband before he retired last week. Twice gate agents came on board looking for z specific person. On one they explained they needed to match the gate count. I don't understand how things are so loose at United.
Having a child who is over the age of 24 months illegally as a lap child is not a simple mistake. There are big fines for this.
She is an Asian woman who said in her interview that she did not want to get in trouble (citing the other incident). So she went along. She called when they landed and was told that if she asked for a refund at that time they would cancel return flights. They said to do so after her final flight, and she did so. So she waited and waited. When a week expired after the return home her husband put it out on asocial media. Only then, did United respond.
My experiences on them were so horrific that I never flew them again (and was sad because I did like CAL). So I can relate.
