Not sure what sarcasm is meant but...

On the one hand, it is hard to bring jobs involving flights to foreign countries to the US mainland.

On the other hand, San Juan is in America and the people who,are born and live there are Americans,

Kingfisher air will hire foreign pilots based in neighboring islands, and get them a crew visa to operate N registered aircraft in and out of US territories.
