If a 121 pilot is not landing current, can he still do IOE or will he have to go back to sim first?

IOE as an FO or captain upgrade? An FO is not required to be any kind of current technically.
But regardless you would not need to be landing current for OE.

Actually I believe the FO has to have the 3 in 90 or fly under a check airmen , or in the sim, to get it. I believe the 3 landings could be performed on a revenue flight under a check airmen, but I'm not 100% sure.

Our FOs get sent to the sim to do 3 bounces every time they fall out of landing currency.

A captain on OE is still just an fo, as far as the faa is concerned, which is why the check airman will be listed as PIC on the release. So as long as you are flying with the Check Airman, you are legal.

Yep I was wrong, the FO does need the landing currency.

It's also a little more than 3 bounces required in a sim to get recurrent if you don't have 3 t/o and landings.
A V1 cut and SE landing are required.
