Or perhaps... Just previous to that the Fokker following the EJet out to the runway departs first because (and this is purely speculation) maybe the EJet was out of position for some undertermined reason... Thus after the next arrival as the Falcon is back taxiing the EJet pulled out onto the runway, taxis down, and rejoins the departure line. I don't recall seeing the landing lights on or strobes when the EJet took the runway. Again.... Purely speculation....
 
Hard to tell what could have been going on there. In that flow configuration, you have to back taxi to the "ear" for departure. There could have been a number of things to cause that could have been going on and without hearing the audio from ATC just watching isn't that revealing.
 
BA has a couple of LCY-JFK flights a day in a A318, including BA001. Business class only and a fuel/customs stop in Shannon. Pretty impressive for only 4900ft.
 
Looks like the E-Jet was told to line up and wait, the Falcon was told to back-taxi and there was an arriving aircraft with a landing clearance. The separation was off so instead of telling the landing traffic to go around, the E-Jet was told to exit the runway ahead of the Falcon and hold short at the end. At least thats my read on it.
