It's a funny stigma that has stuck -- that accountants are the ones calling the shots -- I don't think I've met anyone in a Network Planning or Finance department yet that has a true "accounting" background. There is no doubt though that they're closely watching aircraft purchase prices and operating economics to find the optimal times to buy/sell/lease.
