What's the point of spinning the nosewheel?

Helps prevent debris from flying up when landing on gravel or other unpaved surfaces. Can also reduce tire wear. In theory anyways.

Yep, spin up kit for gravel runways. The airplane is owned by AT&T Alascom amd ends up out in the bush quite a bit.

Why is it important to spin up for gravel runways?

It reduces the fod / gravel that gets slung up from the nosewheel along the fuselage and into the inlets. Aft-fuselage mounted engines like the Citation (or Lear, or MD-80, etc.) Have chines on the nosewheel tire to deflect water / debris, and if the wheel is already spinning at contact with the runway the chines are more effective.

Yeah I've never seen one of those in person, they were in our Citation SII manuals but never saw one in person, also, I wonder why that door is extra wide? disabled pax or cargo maybe?

I've seen pictures of a couple wheel spin up kits but never one in person. However, I've always noticed the blank spot in the forward portion of the captain's CB panel labeled "Nose Wheel RPM"; it is in several of our jets.

The cargo door is probably a mod from Sierra Industries in Texas. The going rate to change to a cargo door on a Citation V is almost $250K.

The door is for cargo, the aircraft moves racks of telecommunications equipment and technicians around the state.
