TSA Requirements

I have been away from instructing/flying since 2008 due to a health issue. However, I am in the process of getting current and I'm also trying to get up to speed with any regs changes.

I have noticed the following changes/differences:
-line up and wait verbiage
-change in taxi clearance
-Pilot's Bill of Right (oh wow, we have rights?...lol)
-IACRA
-MedXPress

However, I am struggling with the current TSA regulations regarding the responsibility of the CFI. As I remember it, the requirement was to verify the identity of the potential sutdent via a naturalization document and photo ID and make the appropriate logbook endorsement and retain a copy of the documents. Does this basic procedure still hold true? I have tried using TSA's website re: this but my head was spinning.

I believe it's either/or. You either make the endorsement in your logbook saying you verified their identity -or- you retain copies of their proof documents. Of course you can do both but it's not required.

The TSA apparently thinks you're supposed to keep records regardless. Had a TSA inspector call me saying that they were auditing CFIs and wanted to see my student's records. I told her I didn't keep sensitive personal information for my students and just endorsed their logbook after verifying their citizenship. This led to several back-and-forth calls and emails, winding up in my emailing her a direct link to the federal register and quoting the law saying that it was either/or. I also told her I would be available at my office (located 2 hours away from the TSA office) to meet in person between 7 and 8 AM or between 5 and 6 PM. Never heard anything after that :)

I wonder how long the genius TSA "agent" had to chew on that to process it.

If you're at a flightschool they can largely take care of this process for you but a freelance CFI needs the training and recordkeeping.
