Don't even need that.
If it's an FAR part 103 qualifying ultralight (under 254lbs, stall under 24kts, max speed 55kts, 5gals max fuel, and single seat)... there are zero pilot qualifications.
No age requirement, no training requirement, no drivers license, no medical, no airworthiness standards for the aircraft, no inspections required.... pure freedom!

Was just reading the TFR over Tampa for tomorrow. Not often I read these things. But kinda shaking my head.
A glider 29 nm away is somehow a threat to safety of a VIP? Really? What are you gonna do, intercept with F16s? Would be funny to watch.

Yet it is legal for me to depart VFR in a 727, as long as I ask for a squak code and file a VFR flight plan. And no one is logging instruction at the time.
