How long are new CFI's waiting for their preferred location? Being that I am a mid-lifer I have some obligations.

Since ATP is independent contractor CFI -- my guess is that everyone gets 1099'd?

I got one of my requests right away.. and yes 1099

I can say that when I went to ATP the Phoenix location was a busy one. That would likely be your best bet.
 
My suggestion would be to try to get one of the maintenance bases. They are busier and have more available aircraft. That was a big deal in my selection of training location.
