Can any pilot perform maintence on a aero club/141 aircraft?

What day is it?
Recently at the 141 school I moonlight at, someone is trying to tell us that any pilot may perform maintenance on an aircraft. Specifically, may placard and render something INOP. (i.e. - Pull the breaker and place a quick tie on the breaker to make sure that the specific item is INOP). I disagree but I need proof.

Any docs people know of that if I get ramped I would leave the meeting with my Pilot Certificate/CFI intact?

And yes, this is an AF Base Aero Club that also operates under 141 for training purposes.

14 CFR part 43.3 says Any private pilot or above may perform preventative maintenance on an aircraft provided they own it, or are operating it and it is not being operated under parts 121, 129, or 135.

14 CFR Part 91.213 says that inoperative equipment must be deactivated, placarded inoperative and, if maintenance action was required, a logbook entry must be made.

AC 91-67 says that a pilot may perform deactivation if it involves routine pilot tasks, such as turning off a switch, and tasks covered by part 43 appendix A as preventative maintenance.

So as a private pilot you may not wander over to a random airplane and pull/collar a breaker and place an inoperative sticker on something. But if it's the airplane you are operating, then that's okay. Depending on who you're dealing with, pulling a breaker may or may not be considered a routine pilot task, and there's nowhere that says collaring a breaker is preventative maintenance.


Speaking of which, "INOP" is not a legal placard, the placard must say "Inoperative" in letters at least 1/8th inch tall.

It is a good AC on it!! Dont remember wich one, but search ac and preventive maintanance!

Placarding is not exactly maintenance. Anyhow, don't forget any properly completed logbook entry.

Where is the reg for that? I'm not doubting you, that's just a good one to be able to rattle off easily. Just like 91.13.

That's from the AC I quoted too, so not a reg, but a generally accepted standard.

You rock, I owe you a cold one if you are ever in the STL. Also, where is it stated that INOP is not a legal placard. If I am going to be flying these aircraft I want to make sure I am not going to be violated by ANY FAA Inspector. I know, that's not really an option, but as close to protected as I can be. Thanks.

edit: also, under FAR part 141 it states that the aircraft is to be operated, FOR HIRE. That makes no difference because they are not the 121, 129, or 135, correct?

That's how I read it, when I looked all that stuff up I thought for sure that under 141 you could not, but it doesn't mention it in the reg.

This may be a local FSDO question. Thanks again. I still can't believe it, but I'm not the foremost authority on maintenance. The guy who is trying to switch this is an A&P and CFI. Sort of a deadly combination if you ask me.
