Biannual flight review query

Hi everyone.
I was just wondering what all checks/ratings qualify as a BFR??

I recently got a high altitude endorsement from a CFI, would that qualify as a BFR ??? I know a 135 checkout will qualify that but just curious if this (high altitude endorsement) covers it??

Thanks

No...That is unless you did a lot more than just high altitude and logged it accordingly.

It's a biennial. Biannual means twice a year...sorry I had to, it's just one of those things that bug the hell out of me.

Any flight checkride will count as a BFR and reset the clock. A CFI checkride will not though.

Out of curiosity, have you read 61.56? If not, I suggest doing so.

61.56 (d): A person who has, within the period specified in paragraph (c) of this section, passed a pilot proficiency check conducted by an examiner, an approved pilot check airman, or a U.S. Armed Force, for a pilot certificate, rating, or operating privilege need not accomplish the flight review required by this section.

Since your instructor is not an examiner, approved pilot check airmen or US Armed Force and since an endorsement is not a rating or certificate, no it does not count.

A certificate would be explainable by reading the applicability section of any of the major subparts in Part 61. IE Subpart F for commercial pilots under applicability says, "...issuance of a commercial pilot certificate..." So now we know that is a certificate, you can check this for each subpart.

Aircraft ratings can be found in Subpart B of Part 61.

61.31 holds the additional training endorsements like high altitude and is neither a rating or certificate.

All this leaves is operating privilege, which I was unable to locate a definition for. Maybe someone else here can clarify.

I do have one question on this topic and I am fairly certain it was answered in a recent discussion: Does a flight instructor initial certificate, CFI-A for instance, qualify as per 61.56 (d)?

It is classified as a rating per Part 61, however, I thought I recalled an AC on this topic saying it cannot count since it is instruction and doesn't cover the applicable parts of 61.56 for a review. Maybe this was just for 61.197 CFI renewal not counting as a 61.56 flight review though, I cannot recall.

Thanks.

Actually it's neither. It's now a flight review.

To answer the OPs question. In and of itself, no. Now if it consists of at least one hour of flight instruction and one hour of ground you can talk to your CFI about also making it a flight review.
Same goes for other things that do not "count" as a flight review, such as a CFI check ride, tail wheel endorsement, spin training, etc. As long as it is one hour of ground (and covers “a review of the current general operating and flight rules of Part 91”), and one hour of flight training it may be a flight review.

Are you sure the CFI check ride doesn't count? I can't remember if the check ride doesn't count or if 197 CFI renewal is what doesn't count or both.

No, it does not count. I'll find the legal letter and post it again.

This seems to be one of those topics that you can ask three different FSDOs about and get 4 dif answers.

In the part that talks about Flight Reviews it says a practical test for a pilot certificate can take the place of a flight review. A CFI is NOT a pilot certificate. It's an Instructor Certificate. 61.56d doesn't say anything about instructor certificates. Now it's not going to be hard I would imagine to get an fed to sign off a flight review endoresment.

Actually, it's going to be very hard. Consider that the federal government is liable for all actions of a federal agent. A FR sign-off is not something that a fed is likely to do. Get your endorsing instructor to add the FR endorsement.

good point. Hadn't thought of that.

A CFI initial/renewal/reinstatement counts as 5 out of the 6 requirements for the basic wings phase and all the credits for the advanced and master phases. Take the simple ADM course for your 6th credit and BAM you have a fresh flight review!!

This is another one of those things that is misunderstood a lot it seems like. Sort of right up there with logging PIC. I think the problem is, if you don't think in legalize it would make sense that it would count. Just can't because of semantics.
No, it makes perfect sense when you read the regulation. When the regulation says PILOT certificate or rating, they MEAN pilot certificate or rating.

oh i for sure agree with you. I think a few people have a hard time not seeing a CFI ride as a pilot checkride sense it follows the same formula as all their previous rides. I think a lot of people, also, get into the habit of saying simply "a checkride counts as a flight review." That causes ambiguity that may be hard to shake.

You can argue that a CFI ride doesn't count b/c essentially the inspector can fly the whole time...

either way it doesn't count
