Avionics Tech

Broward college offers a certificate in avionics tech. Is this useless without an A&P?
Do you want to work on actual aircraft, or do you want to work in a repair station that services avionics at the component level? If you want to work on aircraft, a facility that chooses to employ you would have to arrange for the FAA to issue you a site-specific Repairman certificate to be able to work on their aircraft. It's much easier for them to just hire an A&P. As far as I can tell, the days of hiring non-A&P avionics techs have pretty much ended, unless you're looking at some specialized position in which you have a lot of experience.

You can just study, then take the FCC test. Elements 1 and 3.
That doesn't get you an avionics certificate.
