How to setup a Flight Department

Ok so if someone owned a company and wanted to buy a plane to transport himself and other employees and every now and then his family on vacation would all of that be covered under 91. He will not be leasing the plane out to anyone else. This would not be a big operation just a flight here and there.

Person X buys plane buys insurance hires pilot = good to go (skipping fa ew details)?

For a small plane yes. For some larger (TP / jets) there is some more paperwork to do as far as maintenance is concerned. There may also be some security procedures that have to be written up, ask your FSDO about that.

www.nbaa.org has many good resources for starting a flight department. If you're going to do it, an NBAA membership is something your boss should purchase for the department.

The other thing that tends to bite people in the arse is tax stuff -- make sure they talk to a CPA or tax attorney that is well versed in aviation issues. Depending on how things are set up, you may have to add imputed income to the users of the aircraft.
