Non current CFII giving IPC?

I would think as long as you don't fly actual. Non current meaning 6 approaches, holds etc..?

Yes, a CFII dores not have to be curent to give instruction. In fact, he only needs to be current if he is acting as PIC on an IFR flt. plan. he does not have to be PIC if the pilot flying can be PIC on an IFR flight.

That's correct. The CFI doesn't even have to have a medical if he's not going to be the PIC.

If the IPC is for a pilot whose IFR currency is expired (as well as the CFII's) then the flight will need to be conducted under VFR.

Watch out for that one. A CFI does not need a medical if he is not going to be PIC or a required crewmember. Check the regs.

If the IPC is given in an airplane with the pilot under the hood, the CFI is a safety pilot, a required crewmember under 91.109, and needs at least a 3d class medical.

Ahhh...good point. I thought about the safety pilot issue, but didn't make the leap to giving an IPC.

Just for the fun of it, and playing outside of the box,...wouldn't a CFI who is conducting a Flight Review be a required crewmember?
If the pilot who is receiving the review is not able or willing to act as PIC and the CFI takes that role, sure, the CFI is a required crewmember.

If not, I don't know of a reg that makes the CFI a required member of the flight crew and lots and lots of FAA history that says stuff like "a certificated flight instructor on board an aircraft for the purpose of providing flight instruction, who does not act as pilot in command or function as a required flight crewmember, is not performing or exercising pilot privileges..."

Notice, that's required "flight" crewmember.
