I'm taking a stab here but I would say experience in the aviation industry is plus that they look for. Like Chris said, they look at the entire thing. So say you had a BA in aviation management and had working experience in the industry, I would think you would be a more qualified candidate. I would say commercial pilots are desirable, they already know about airspaces, the proper radio techniques, and anything else that they could take from their experience and apply it to the other side. Military controllers are a shoe in. Military in general gets preference, especially if you are "Disabled Veteran".
For what it is worth, the facility I visited really likes applicants with solid aviation backgrounds and if you sell yourself to them, and they like you, they will probably request that you be selected for that particular facility. It sometimes is not that easy though since it is up to the selection panel and OKC hiring people as to where you fall on the list of people being reviewed. IF they get to your name and there is still room at the facility, you got it. If not, well, hopefully they can put you somewhere else.
They told me they love applicants that have a solid aviation background (degree somewhere in the aeronautics industry is great), especially commercial pilots, but in no way means you are a shoe in. They also like vets too considering the wide range of knowledge they bring. They liked commercial pilots due to the extensive knowledge they bring to the table.
