Have not flown in years. Im planning on starting back soon, but heres the problem. Doing that time a break up with the ex caused her to throw away
my logbook[300hrs] ppl/instr.rating]. What's the first step I need to take
to get my ppl cert. back. Also what can I do about hours in log sence I cant prove what I had.

I believe the only thing you have to have proof of is currency in your logbook to actually fly. For instance, if you get a new logbook, you can log a new BFR (since you probably need one anyways), then take care of your day/night/instrument currency and you'll be fine.
 
You can get your flight hours from your previous 8710 applications for ratings.

and for the future, I would recommend an electronic logbook as a backup.
 
Thanks all but how do i go about getting a replacemaent ppl/inst sent to me ?
Who would I contact? Also, I thought about going back to school where I trained,to get record of hrs,
but there no longer in business.

Ask you local flight school who to talk to at the FSDO (local FAA office). They can get your replacement certificate. Also, they can get a copy of your 8710 form from when you got your instrument rating. That should have most of your hours. On line one of your new logbook add those times with something like "Estimated hours from lost logbook March 1996 - May 1999" in the remarks section.

Since you not talking about a huge amount of flight time, and are not (presumably) using those hours to get a job, nobody will really care much.
