Quantum Spatial Portland, Oregon:<BR /><p><strong>Description</strong><br /> The Western Region Chief Pilot will oversee pilots assigned to the western region, and act as pilot-in-command of Quantum Spatial’s aircraft performing aerial survey missions.&nbsp;<br /> <strong><br /> Duties and Responsibilities</strong></p> <ul> <li>Develop a corporate culture emphasizing safety as our number one priority. To do this the Chief Pilot, in consultation with the Flight Operations Manager and Director of Data Acquisition , will hire through the regional HR, train, mentor, and provide guidance to the pilots responsible to them in each region.</li> <li>Provide and schedule current, qualified pilots to cover the production schedule that the Flight Operations Mgr. has developed.</li> <li>Assist in development and adherence to the Flight Department budget including creating and submitting asset requests and purchase orders.</li> <li>Responsible for developing process and procedures for the pilots, develop and maintain GOM, Checklists, Safety Manual, NAFTA paperwork, Safety Program review and other assignments as delegated by Quantum Spatial’s Management team.</li> <li>Pilot in Command responsible for the safe operation of Quantum Spatial’s aircraft.</li> <li>Conduct flights in compliance with FAA CFR 14 Part 91 regulations, aircraft limitations and company operating procedures.</li> <li>Mission planning including aircraft performance calculations, weather interpretation, ground support coordination, air traffic control coordination and client coordination.</li> <li>Effectively work with the sensor operators to prioritize and safely and efficiently complete each mission.</li> <li>Communicate with the aircraft mechanics to track and schedule all maintenance on Quantum Spatial’s aircraft ensuring the airworthiness of the aircraft and create the highest level of safety.</li> <li>Manage FAA record compliance.</li> <li>Supervise vendor compliance including fueling and outsourced maintenance.</li> <li>Maintain all required charts, publications and manuals for currency.</li> <li>Maintain all avionics downloads for charts services.</li> <li>Move the aircraft in and out of hangar.</li> <li>Perform a preflight and a post flight inspection of the aircraft which includes cleaning the inside and exterior of the aircraft after each flight.</li> <li>Understand and comply with ethical, legal and regulatory requirements applicable to our business.</li> <li>Assist in developing and responsible for upholding the Quantum Spatial Safety Policy.</li> <li>Supervise the Aviation Safety Officer.</li> <li>Develop and implement basic qualifications and currency requirements for the pilots, crew members, maintenance and other mission related personnel.</li> <li>Assist in developing and implementing flight following to provide for timely monitoring of all flights and notification to management. Initiating search and rescue operations in case of a lost or downed aircraft.</li> <li>Develop and implement a thorough and comprehensive training program to include initial and recurrent training appropriate for all aviation program personnel responsibilities and necessary operational skills relevant to the types of operations/missions conducted by Quantum Spatial.</li> <li>Assist in investigation of all incidents and accidents involving Quantum Spatial aviation personnel, with appropriate conclusions and recommendations for preventive action and/or disciplinary measures. Investigations may be conducted by the National Transportation Safety Board (NTSB) in which case a member of the flight department should be requested to be a party to the investigation and assist the NTSB as necessary.</li> <li>Establish and maintain effective relationships with the local Flight Standards District Office (FSDO) of the Federal Aviation Administration (FAA).</li> <li>Designate Quantum Spatial aviation personnel for collateral duty assignments as described in the operations manual.</li> <li>Supervise daily hangar and aviation operations as they pertain to pilots and administer policy to insure safe and efficient operations. Act as direct supervisor of the pilots with regard to their duties and responsibilities.</li> <li>Establish and maintain a status board for the dissemination of new policy and information. This may be an electronic format.</li> <li>Investigate deviations from Quantum Spatial policies and reporting findings to the Flight Department Manager.</li> <li>Assist the Flight Operations Manager in scheduling flights to the highest level of efficiency.</li> <li>Evaluate potential new hires.</li> <li>Ensure Quality Assurance by scheduling internal audits and inspections as required. Train and approve personnel for QA duties.</li> <li>Act as the primary Point of Contact for the Medallion Foundation and ensure that the policies and procedures for this program are adhered to.</li> <li>Fulfill the responsibilities of the Flight Release Officer as required.</li> <li>Other duties as directed by the Flight Department Manager.</li> </ul> <p><strong>Occasional Duties</strong></p> <ul> <li>Assist in the installation and removal of sensor equipment.</li> <li>Maintain Quantum Spatial’s aviation facility to include the hangar, offices and grounds.</li> </ul>
