Victor airway question

If you look at V56 going to the MCN vor, it says the R-265 is unusable and GNSS is required. Does this mean you can't use the vor to navigate from PRATZ to MCN on V56? If GNSS is required shouldn't it be a T route(RNAV route)?

My guess is it that for some reason that radial from the VOR is unusable (maintenance needed, obstructions blocking signal, or something of the sort). Because that airway was at one time usable, it is still being published, but you need a GPS to navigate because the VOR signal is unreliable. It may be theoretically possible that the issue will be fixed (don't count on it), so they continue to publish the airway for if/when that time comes.

Same thing going on with the VOR by me (AUW if you want to look it up) only its worse. Nothing is usable beyond 10 miles, so every airway has a similar warning.
 
Thanks for the answers. I thought if it was temporary there would be a Notam on it. But I guess since it is published on the chart, no need for a Notam.

It probably started out as a NOTAM, but I'm guessing it's been that way for quite a while, so they decided to just put it on the chart.

Also leads me to believe it won't be fixed anytime soon. NextGen GPS only blah blah blah...

Also, because it is an airway, certain features of an airway, such as the MEA, still apply. (Without the airway MEA, grid altitudes would take effect for flight planning---which is not a significant factor around MCN but could be in mountainous areas.)
