VFR only Commercial Multi

I have a student who just bought himself a Twin Comanche, he wants to get his multi engine rating in it, then get his IFR ticket using it. He wants to do his initial commercial in the twin, then later do the single engine add-on. But he doesn't have his instrument rating. As most of you know, that means he gets the limitation on his certificate of flights limited to 50 miles. But what I can't find anywhere is how the PTS and experience requirements change. I can't imagine he's required to do the IFR XC or do the single engine approach. But where does it say that? 61.129 doesn't have any exceptions. The PTS has info on removing the VFR only limitation, but nothing on how to get there in the in the first place.

Any suggestions?

What IFR XC do you speak of? No such requirement exists in 61.129. Basically, the training/checkride is the same minus the OEI approach as far as I know and I don't have a PTS in front of me at the moment. Keep in mind, he will need 10 hours of Instrument Training with a II, which he may not have given he's not Instrument rated.
 
Do you mean he wants to do his initial commercial checkride in a multi?.. or is he just getting an add on rating to his existing pilot certificate?

Yes, he said "initial commercial in the twin", so in the PTS "X. Area of Operation: Multiengine Operations" there is a note that he doesn't need to do C. or D., the one engine under the hood operations.

It also has a note in the beginning of the PTS on "removal of the multienigne VFR only limitation". However, I'm not sure if you can combine that with an instrument checkride in the twin?

By the way, he's only limited to 50 miles while exercising the commercial privileges, he could still fly further as a Private pilot.
 
He will take the checkride in the twin and (if a pass) get a Comm AMEL rating, once he gets his IFR certificate he will have to do one single-engine approach in a multi in order to get the instrument tacked on to the Comm AMEL. If he takes the IFR ride in the multi, this will just be tacked on at the end of the ride.
