Testing the localizer function of your VOR indicator?

Does anyone know where it officially says that a VOR check doesnt actually test the LOC function of a VOR indicator?

I learned this in company training but to this day the only source I can get is from a mechanic, but you would think something like this would be in a book somewhere.

thanks

I've never come across anywhere that is really written. However, the VOR check does check the accuracy of the VOR receiver and I suppose the operation of the VOR/LOC needle and to/from flags. That's about it. Don't see how that really proves your LOC is working okay. Best way to do that is to taxi down a runway with an ILS and see if the LOC is on the centerline.
