The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.<br>Security capabilities to help inter-agency partners defeat those threats while mitigating impacts to the safety and efficiency of the National Airspace System (NAS). <strong>Duties</strong> <p> <p>The Supervisory Air Traffic Control Specialist serves as the Team Manager for the Unmanned Aircraft System (UAS) Detection &amp; Mitigation Team, AJR-262. Directs the work of subordinate employees for more than one organizational unit/project/program within a major subdivision. The work usually includes a mixture of routine and complex projects/programs based on the objectives of AJR and the Air Traffic Organization (ATO). Applies an advanced knowledge of budget, human resources, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Reviews, coordinates, and executes administrative and resource management activities.</p><p>Applies advanced knowledge of the technical aspect of air traffic management to direct work related to System Operations Security mission and objectives, including participating in the directorates response efforts to address natural disasters and other crises outside of their scheduled tour of duty in various locations. Possesses advanced understanding of air traffic control (ATC) procedures and policies to support team in the development of UAS policies and procedures. Identifies problem areas and develops and recommends new policies and procedures for resolution. Participates in airspace planning activities, including detection and mitigation of security risks and/or threats strategies. Directs the team in performing safety and efficiency analyses of external security constraints, such as military training and exercise air missions and/or specialized Department of Defense activity potentially impacting the National Airspace System (NAS), such as global positioning system (GPS) interference testing and training. Identifies and addresses UAS security threats, and to mitigate security risks to the National Airspace System (NAS) and Unmanned Aircraft System (UAS).</p><p>The work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Directs the development and implementation of policies and procedures for safe and secure operations of Unmanned Aerial Systems (UAS) and Counter UAS (C-UAS) in the NAS. Facilitates inter-agency C-UAS mission meetings to identify the type of mission, legal authority, and equipment to be used. Uses knowledge of the legislative process to review and approve team members comments on proposed legislation involving UAS security and C-UAS operations, compares proposals against current laws and regulations to address conflicts and provides Group Manager with recommendations for approval or non-concurrence.</p><p>The Team manager applies experience separating and controlling air traffic in an FAA Terminal or En Route facility to oversee the analysis and evaluation of the need for ATC mitigations during a C-UAS operation. Directs staff in the coordination of proposed mitigations with the requesting agency (e.g., Department of Homeland Security (DHS), Department of Defense (DoD)), Department of Transportation (DOT), Spectrum Engineering, and the Security Operations Support Center prior to recommending acceptance to senior leadership. Provides oversight of the C-UAS mission assessment development process with DOT. Resolves all but unique problems during the mission, without the intervention of higher-level management. Provides coordination of air traffic operations between FAA facilities and the Domestic Events Network. This includes coordinating aviation- or airspace-related programs supporting the DHS, DoD, and other agencies with security- and safety-based missions.</p>Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. </p>
