This is for that thread a few weeks back regarding speed restriction INSIDE class B (separate from the under 10k rule)

Sec. 91.117 - Aircraft speed.
(a) Unless otherwise authorized by the Administrator, no person may operate an aircraft below 10,000 feet MSL at an indicated airspeed of more than 250 knots (288 m.p.h.).

(b) Unless otherwise authorized or required by ATC, no person may operate an aircraft at or below 2,500 feet above the surface within 4 nautical miles of the primary airport of a Class C or Class D airspace area at an indicated airspeed of more than 200 knots (230 mph.). This paragraph (b) does not apply to any operations within a Class B airspace area. Such operations shall comply with paragraph (a) of this section.

Theres a couple ways you could interpret that red and underlined portion, but it is a reg pointing to specific speed requirements inside Class Bravo.

this was posted in the last thread. Read again what you posted, it lays out max speeds close to primary C/D fields, and then says that does not apply to B at all. Reference paragraph (a), and its just the 250 below 10k rule, nothing specific to class B airspace.

You are correct in that the majority of (b) is dealing with primary airports in Class C or D.

and then says that does not apply to B at all.

Incorrect, there is application to Class B, it's just not the restriction found in paragraph (b).

The line "This paragraph (b) does not apply to any operations within a Class B airspace area." says that these restrictions (in regards to the C/D below 4k and over 200kts) do not apply to Class Bravo. That's point 1.

It then states "Such operations (operations in Class B) shall comply with paragraph (a) of this section" so, operations IN class B must comply with paragraph (a) and paragraph (a) states that under 10,000 feet no one may operate over 250kts. That's point 2.

In other words it's saying that in Class Bravo, under 10,000 feet you are restricted to 250kts. It's redundant because the "under 10" rule is so broad but the way this is written it is a specific reg as to speeds within Class B. It also imples (through lack of notation) that in Class Bravo, above 10,000 feet, there is no speed restriction.

I agree, but if you answer a couple questions on the ATP written this way, then you will get them graded incorrect.
 
Thats why you practice and LEARN HOW TO TAKE THE TEST.
