I think this is the "Part 830" scheduled air charters where a 135 carrier can be used by a contracting company to operate scheduled routes on aircraft up to 60 seats for up to a year.?
I only see them advertising for direct entry captains with 2,000 hours minimum, including 1,000 hours of "air carrier experience" (135.243).
And it's for a 135 charter operation, not 121 airline...

I'm not an expert, but it seems to be a way to functionally offer scheduled flights without the 1500-hour rule required of 121 scheduled air carriers.
