RIC - can you be told to LUAW on 16 while 20 traffic lands?

Hi guys,

Take a look at this RIC diagram and let me know what you think:

Can a controller have an aircraft LUAW on 16 while an arriving aircraft lands on RWY 20? The 16 traffic would obviously be inside the HOLD SHORT markings for 20, but does a controller have the ability to do this? Thanks!

Any reason you can't be told to Line Up and Wait R16 and be told to do so beyond the hold line for R20? Obviously you wouldn't get the full length, but here's a way to be on R16 while not infringing on R20.

Did you get that recently? I've always been told, once down there, to hold short of 20 for landing traffic on 20. I'd be interested in hearing others' takes on it.

When I was flying out of ORKK, where the convergence of the approach ends of RW 31 and RW 32 were, I'd often get put into position and hold with landing traffic on the other runway. The clearance would go like this: "Gunhog 21 flight, winds calm, RW 31 taxi into position and hold, insure your wingman is ahead of taxiway Charlie, traffic heavy C-141 4 mile final RW 32."

I asked one of my swivelhead friends about this tonight. Her answer is that it depends on the distance on the approach ends or where the aircraft is cleared to LUAW. The facility might have to have a waiver to make simultaneous use of the intersecting runways too (wake turbulence separation may be a factor). This one is largely a per-facility decision.

I saw it happen all the time when I instructed there, not absolutely certain it was legal for the controllers to assign it though. Often 121 or jet traffic would be departing off 16 while GA landed on 20. When a jet was LUAW on 16 ATC would wait until we were clear of any potential jet blast landing 20 before they gave the t/o clearance off 16.
