can a Inspector ramp check someone at a private airport? what about a privately owned airport which is open to the public?

It's an interesting thought. If you knew he was a comin', have the sheriff bar him access from private property. I don't know, man. That could come back to haunt one.

If the airport is open to the public, why wouldn't they be able to?

I would say yess they can ramp check you after you landed at your private airport.

Then you can turn around and have him arested for tresspassing on private property.
