Yeah and according to the posting they upgrade from within, plus a free ticket home every few weeks to months. Sounds like a more interesting way to build time then going to the practice area doing stalls.

Yes living there as an expat is like being in a prison, crime is pretty high so you end up living locked up. In Vanuatu there were a lot of expats that use to live, work or do business in PM, including both my former roommates, they moved down when things got unbearable. Port Vila in Vanuatu seems to be going on the same trend, looks like it's the destiny of most developing cities in Melanesian, sad.
