Pilots Encouraged to Monitor on TAC

What day is it?
So besides noticing that all L-charts/H-charts/TAC charts/Sectional Charts are available online free from the AeroNav Services I also noticed something on the STL TAC. I have included the image but it reads that "PILOTS ARE ENCOURAGED TO MONITOR 123.025 WHEN OPERATING OUTSIDE OF CLASS B AIRSPACE IN THIS AREA."

Anyone have any idea?

123.025 is helo common VHF. Probably alot of helo traffic in that area and good freq to monitor for positional SA of others.

Yes for sure. I'd guess 30-50 non flight training helos airborne at any given time in the LA basin. I think there are around 40 LE helicopters based in Long Beach alone.

Between Lakewood PD, the LA county SO, the helo school there at LGB and yes, that field is pretty darn busy with helo traffic.
 
Thanks, I'm always IFR so it really doesn't matter unless I cancel IFR so I don't get vectors all over lala-land. (Yes, I know the risks. Been flying around STL for over 10 years.) Have never seen it before. Thanks again.
