Are you referring to a 141 phase check, stage check, or whatever else you want to call it? If so the answer is yes. The flight time that is required in the syllabus is simply the MINIMUM. You wait till you are ready for it. So, if it takes you 60 hours to get a private pilot certificate at a 141 school, then it is going to take you 60 hours. Just like at a 61 school.
Bottom line. Most of the time your instructor will not send you for a phase check until you are ready.

If you're talking about progressive MX phase checks the answer is generally no in the 135 world. It all depends on the company policies as outlined and approved by the FAA. You can enter phase early but not late.
