Outdoor Concert With Lasers and Pyro

Stupid question here. I just got back from Rockfest, a 4-day outdoor music festival in Cadott, WI that features lots of rock and roll as the name implies. During some of the concerts they had colored lasers that they shot off the stage over the crowd but into the air as well as lots of pyrotechnics going into the sky. The lasers looked really powerful and had plenty of distance on them.

It got me thinking, what if one of those lasers got a pilot in the eye? Would the festival organizers have communicated this to the FAA? Would a NOTAM have been published?

Anyone know how something like that is supposed to work? Are there safeguards or notifications in place to protect those in the air?

There generally would be some sort of NOTAM, likely in order to get the laser portion approved.

Especially to protect the mass amount of air traffic over Cadott, WI.
