NOTAM for kite at 10,000’

I was checking NOTAMs this morning and encountered this:

ZID OBSTRUCTION/OBSTACLE KITE WI AN AREA DEFINED AS 5NM RADIUS OF
385337N0860455W (8NM W SER) 10540FT (10000FT ABOVE GROUND LEVEL) NOT FLAGGED. HUF 04/390

Expires Apr 13, 7:59 PM EDT

8 nm west of SER (Seymour, IN) is close to (if not on) VR 1640-1641 and very close to the intersection of four other VRs. I called Flight Service to see if they had any additional info, but they came up empty.

I’ve never heard of a kite at 10,000’. Must be a specialized one. I’m wondering if anyone knows anything about this specific NOTAM or about high altitude kites in general.
 
I did my PPL check ride in SER. This is probably the most exciting thing to happen there in years. Make the local media aware and either you'll get good info or start a new conspiracy.
 
Kind of related to this, but the surveillance balloons around Key West show up on out terrain display. It says the minimum safe altitude is around 14000 feet.
