What is the height above a National Wildlife Refuge which you need to be at in order to fly over? (If there is one)

There isn't a legal minimum. Suggested is 2000' AGL.

Yes. Suggested/requested is that alt. No requirement. Oddly, this is a commonly misunderstood subject.
