mini hanglider?

Hey I came across this the other day. It's a clip of some guy on skiis gliding down a moutain with a mini hanglider of sorts. Does anyone know anything about this "mini glider" thing?

But that hangliding one sounds like it would be gnarly, until you a get a really big gust and get blown off the mountain........

Man, that looks dicey. I used to Hang glide and paraglide, it is not that safe. But this thing looks really scary. I don't see any directional control or pitch control, or brakes. Was that guy harnessed in even?

I was thinking it was French but it looks Norwegian.
