It spells it out quite clearly in the article. Basically the military's command in charge of responding to disasters or terrorism involving chemical, biological, or radioloigical agents didn't have dedicated resonder personnel assigned to it. So now there are dedicated response teams that can be sent if military assistance is requested from HLS or local/state law enforcement.
